        marshals available, and identify current statutory
        requirements that limit utilization of the program.

        Examine the experience of other states in prioritizing
        retired peace officers and military veterans for school
        security. Determine the minimum standards necessary to
        implement such a program.




        TEXAS SENATE

        Lt. Gov. Dan Patrick recently announced the appointment of a nine-member Senate select committee to address
        the school violence and school security proposals requested by Governor Abbott, and additional issues included in
        the governor’s school safety plan. The lieutenant governor has asked the select committee to finish their work by
        the first week of August.


           “I have worked closely with Gov. Abbott in developing his extensive proposal. I am grateful for
           the Governor’s rapid response immediately following the Santa Fe school shooting as well as

           his leadership on this critical issue. Today I am announcing the appointment of a nine-member
           senate select committee to address the school violence and school security interim charges

           requested by the governor and additional issues included in the governor’s report,” said
           Lt. Gov. Patrick.

        The following are a few of the newly released charges to the Senate Select Committee:

        •  Improve the infrastructure and design of Texas schools to reduce security threats, and discuss various proposals
            to harden school facilities.

        •  Study school security options, resources and training programs to determine what improvements can be made
            to provide school districts and charter schools with more robust security options.

        •  Examine the root cause of mass murder in schools to determine the effect on copycat shootings, and the
            desensitization to violence resulting from video games, music, film, and social media. Recommend strategies to
            early identify and intercept high-risk students.

        •  Examine whether current protective order laws are sufficient or whether the merits of Extreme Risk Protective
            Orders, or “Red Flag” laws, should be considered for seeking a temporary removal of firearms from a person who
            poses an immediate danger to themselves or others, only after legal due process is provided with a burden of
            proof sufficient to protect Second Amendment rights guaranteed by the United States Constitution.
